Official Rules

July 2019

 UNDERSTANDING THE RULES

It is the responsibility of all participants to familiarize themselves with all the rules and regulations and agree to abide by said rules and regulations.  Participants also agree that all decisions of the Tournament Committee are final.  All participants will be required to sign the attached release and indemnification agreement (Youth anglers will need a legal adult to sign on their behalf).

  1. Participation

The tournament will be held on Friday, Saturday, Sunday, July 19th - 21st 2019, with a kick-off party on Thursday, July 19th This tournament is open to anyone who is 5 years of age or older.  The Youth Division is for any girl or boy between the ages of 5-14 yrs.  Any person entering a tournament under 18 must also have the signature of his or her parent or legal guardian in the provided space on the entry form.

Team Awards~ Teams of four (4) people will register individually but will inform the tournament committee of their 4-person team and team name.  Teams will be eligible for a team trophy based on total points earned. Points will be assigned to every division and every category and points will be totaled on Sunday at the conclusion of the final weigh-in.

  1. Important Tournament Details

Participants must appear in person at the kick-off party which will take place on Thursday, July 18, 2019, from 5 to 8 PM.  At that time, participants will be given a Captain’s Bags which will include an “official tournament measurement tape”, catch reporting forms- Captain’s Bags WILL NOT be given out prior to the kick-off  Party for any reason.

This is a tournament being held in Maine waters, participants are strongly reminded they will need to adhere to Maine law with regard to size limits. All participants are required to follow all applicable Federal, State and Local regulations and laws. Any violations of such regulations and laws may result in disqualification.

  1. Sportsmanship & Boating Safety

This tournament is intended to be a fun event where the highest levels of sportsmanship are displayed at all times.  Each participant is encouraged to wear a U.S. Coast Guard approved personal flotation device. Participants are responsible to ensure their boats and operators meet all USCG requirements.

  1. Fishing Divisions and permitted fishing methods

Striped Bass Only – “Catch & Release” this is a catch and release division and all fish photographed for presentation to the tournament judging table are to be released alive and in good condition.  The length of the fish will determine the winning fish.  There will be four (5) categories as follows:

  • Women’s Open-  Only open to women, Fly rod or Open tackle, Ages 15 & up

  • Fly Fishing – fish must be caught by using a fly rod with an artificial fly

  • Surf Casting – Shore fishing only using bait or artificial lures, ages 15 & up

  • Open ~Bait/ Tackle- Fish must be caught by using bait or artificial lures (bait can be alive or dead)

  • Youth- Fish must be caught by a boy or girl between the ages of 5-14 yrs

Other Species– There is a kill division for the following (2) species:

  • Mackerel- Open to KIDS ONLY, Ages 5-14 yrs

  1. **NEW for 2019*** Fishing Boundaries and Rules

With regard to size limits and possession laws, the tournament participants may fish open saltwater in Maine, New Hampshire or Massachusetts in the following specific geographic area:

From the Saco River in Maine moving south along the entire coastal waters of Maine, the entire coastal waters of NH and the coastal waters into Massachusetts as far south and including the Merrimack River (the Merrimack will be the NEW southernmost boundary of this tournament.

The tournament weigh-in is being held in Maine water. Participants are strongly reminded they will need to adhere to Maine laws. In addition, all participants are required to follow all applicable Federal, State and Local regulations and laws. Off-limit areas include the Exclusive Economic Zone (EEZ).  Any violations of such regulations and laws may result in disqualification.

  1. Official Tournament Fishing Times

Participants may begin fishing after the kick-off party on July 18th, 2019 and fish as long as they like through Sunday, July 21, 2019

Measuring & Taking Pics of Your Eligible Fish  (Striped Bass –Catch & Release Div Only)

You are responsible for providing your own digital camera or cell phone with high-resolution pictures.  You are responsible for submitting your pics to the tournament judging table (2:00-3:00 PM) (EST) on SUNDAY ONLY July 21, 2019.  To be eligible for any tournament trophies, all pics must be submitted before 3:00 PM (EST) on Sunday, July 21, 2019. (Photos will not be received or reviewed by tournament judges at any time other than the final day as outlined herein Rule # 6)

If a participant catches a fish they deem eligible as a qualifying fish, they must take a pic the fish in such a way that its full length can be seen in the photograph.  The “official tournament measurement tape”must be placed above/on top of the fish and positioned so that the long end of the tape measure is visible in the photograph. It must be clear in the photograph the tape measure is stretched-out completely.  ANY PHOTOGRAPH THAT DOES NOT SHOW THIS WILL LEAD TO THAT FISH BEING DISQUALIFIED FROM THE TOURNAMENT. Pics may be taken with any cell phone or digital camera

In addition to the pics, a catch data form must be completed for each fish being entered.

The following information must be recorded:

  • Name of the tournament participant

  • Measured length of the fish- pic needs to show the tape measurer

  • Measured Girth of the fish- pic needs to show the tape measurer

The participant must submit catch data form attesting to its accuracy. This information must be submitted with the pic to the tournament judging table. All participants understand the tournament judge has the final word on interpreting submitted pics and makes any final rulings on qualifying fish.

  1. Mackerel – Youth Only

For Mackerel there is an official weigh-in time on Sunday@ 2:00pm-3: 00 pm- FISH WILL BE WEIGHED-IN ON THE DOCKS AT YORK HARBOR MARINE

10.Awards

As outlined in section # 4, above, there are (5) five Striped Bass “Catch & Release”categories as follows:

  • Women’s Open – there will be 3 awards for the 3 longest fish

  • Fly Fishing – there will be 3 awards for the 3 longest fish

  • Bait/ Tackle – there will be 3 awards for the 3 longest fish

  • Youth – there will be 3 awards for the 3 longest fish

  • Surf Casting Division – there will be 3 awards for the 3 longest fish

Prizes will be awarded to the three individuals with the longest photographed striped bass in each division.   Participants in the Striped Bass Only Youth Division (ages 5-14 yrs) are eligible to win in the Striped Bass Youth Division, only.

As outlined in section # 4, above, there is a MACKEREL division:

  • Mackerel – there will be 15 awards for the 15 heaviest fish (KIDS ONLY, Ages 5-14 yrs)

Team Awards ~ there will be trophy award to (3) teams that have scored the most points according to the scoring grid assigned to each division and category.

  1. Ties

In the event of a tie, the tiebreaker will be the girth measurement of the tied fish.  The second tiebreaker will be the time the pic of the fish was submitted to the tournament judging table; (the first fish turned in will be the winner, as the 2ndtie breaker).

  1. Pic Verification (for Catch Release Striped Bass only)

All catch data record forms and pics of fish (either cell phone pics or digital camera) must be turned in to the tournament judging table between (2:00-3:00 PM) (EST) on Sunday- July 21, 2019. The data and images from the entries will be deemed eligible to win category trophies based on the reported size of catch and will be evaluated for verification purposes. The tournament judge’s determination is final.  There will be no judging of C&R Striped Bass prior to the final weigh-in on Sunday afternoon.
